His prior career spanned 30 years with the Employment Development Department (EDD) in California. At the time he left EDD, he was District Administrator for Orange County with responsibility for all EDD program.

Mr. Lerner has been affiliated with the Orange County Employer Advisory Council (EAC) from its earliest days. The EAC is a non-profit organization, affiliated with the California Employment Development Department, and provides educational seminars and hot line services to the employer community. Mr. Lerner for many years was the program chair for the EAC and currently serves its 500+ business members as the organization President.
